Very fetching wooden staff with a charming glowing blue stone inset. Crackles with magical energy.... Great talking piece.
Enables the holder to cast polymorph and haste (terms and conditions applicable). One previous owner.... Now dead.
Material price.... Very cheap. Non material price.... More expensive.

Local stores cannot reforge a magical item. A feat like that might be possible with powerful magic, but unless you want to delve into that area (*cough* Nowhere *cough* or track Granny down *cough*), it's a staff for the forseeable future.

The form of the staff has defined and specified the specific magic of the item. It's not a plug and play gem, though it is the gem that is providing the magic.

Question, by being an extremely unstable magical device, I assume it doesn't possess the appropriate arcane exhaust leylines that allow it to implode instead of exploding in case of eminent arcana outburst?
