Daring can not tolerate such overt criminal activities from our own citizens.
Here are the charges
kiwitom - 1 count of property damage - fine 200 gp 1 count of casting a charm spell on a guard - 3 days in stocks 2 counts of harassment - lack of evidence - dropped
Games Keeper Willhelm - 1 count of property damage - fine 200 gp 1 count of public indecent exposure - dropped due respecting kilt culture
Moth - 1 count of property damage - fine 200 gp Rumours of orange 'specimens' around the scene - dropped due to lack of evidence.
All those seen with the culprits at the time will be watched closely.
Millar will be selling some extra ripe cabbages for a copper piece if you wish to use the stock as target practice.
In other news the Three Headed Ettin will no longer serve shots of Mindflayer.
Those who refuse to take their punishment will be banish.

(If the DM's allow "The Constitution of Daring Heights" to be an Intelligence-based tool (makes more sense than charisma, imo), I might start a new line of business here, with my 14 INT, Sage Background, Knowledge Cleric, all adds up to a good DnD lawyer? *throwing mud at the wall*) Ah! My good Mayor, for sure you wouldn't want these folk to be sentenced without a fair trial? I offer my services as a fair lawyer to, maybe, re-evaluate the cases presented? @the accused Moth / Games Keeper Willhelm / kiwitom: standard rate of 10%(20g) of your fines for representation fees, +10%(+20g) if the sentence ends up reduced or +30%(+60g) if the case is won. May end up saving you 120g each!

Apolgies but I am unaware of any criminal wrong doing having not been arrested or convicted albeit you have already passed sentence. What crime has occurred and who is my accuser? What evidence is given and how do I appeal?

I can perform as attorney for any and all who need my services. I can also fill out all necessary paperwork leading up to and following court proceedings. I know *Coughfalseidentityabilitycough* of a gentleman in town who has been practicing law back in Neverwinter for several summers now. He comes with documents and letters of recommendation for numerous clients. His prices are reasonable and he is also willing to file a counter case of defamation on behalf of an accused party.
(Sidenote: Please let me fight both sides of a court case by myself. I swear I will give it my best effort. Haha)

Finally ..... I knew that eventually four years of legal training would come in useful. I will offer myself as clerk of the court to make sure a fair and equitable trial is run.
On a completely unrelated note please see the market place for the great offers I have on the production of any and all legal documents, which I can guarantee will be accepted by clerks of the court.

I consider myself as a fair and just person. We can take this to a trial. All three of you are under arrest. You have been charged with the unnecessary destruction of property and using spells on a guard to avoid punishment. I will gather an audience to listen to the three of you recount your version of what occurred that day. We will then have witnesses give their accounts. The statements will all be told within the Zone of Truth to provide clarity. (DC 17 Charisma save throw to resist)I will then deliberate with some of my advisors and then pass judgement. If you do not accept the punishment, you are free to return through the gate out of Kantas. Oh, and you may note this procedure does not require the intervention of lawyers. Firstly... What property am I being accused of destroying? What has Guard Captain Thundercog had to say on this? Who is my accuser? Is my accuser prepared to be called to testify in the zone of truth [meta: bearing in mind this will include questions of where they were at the time of the incident and the circumstances leading up to that event which may point them out to be a huge Jesabel who jumped into bed with another man before knowing if her husbands body had turned cold]?

Unless one of my fellow DMs has the opportunity to give a more complete answer, the brief summary of Daring Heights justice system:
The guard have the power to deal out punishments as they see fit in minor cases of theft, etc.
If the crime is more significant, then Viscount Daffles, the Mayor, will sit in judgement at a hearing. A Zone of Truth will typically be employed to help ensure honesty.
Punishments include fines, time in the stocks, jail time and even being exiled back through the portal. It is understood that adventurers often get into trouble due to the nature of their work, but it is also understood that adventurers need to be brought to task in every case of lawbreaking or chaos will descend on the town.
